Approve minutes of the NPC meeting (dd. 30 Jan 2024) (031/2024)
Resolved: That draft minutes of NPC meeting (dd. 29 Feb 2024) be approved a current record.

Councillor Vacancies (032/2024)
Resolved: To co-opt Cllr J. Wistow (JW) onto the parish council.

  •  There remains 1 vacancy on NPC. DG to publicise accordingly.

Councillors Reports No WLDC councillors present (033/2024)

Highways (034/2024)

  • Glendale have again offered a single invoice of £863.59 for (12 cuts) grasscutting in 2024.
  • DG has reported two “unroadworthy” cars, one on Manor road has been removed, one on Monson Road remains.
  • LCC pothole repairs have been effected on Monson Road towards Scotton and resurfacing of both Manor Road and Chapel Lane has taken place

Play Park (035/2024)

  • DG to replace goal netting when supplier has stock available.
  • DG obtaining quotes for replacement vinyl signage
  • PM to treat the base of the wooden posts with rubber solution.
  • DG has purchased bark chippings for large planter in play area, AH to paint planter.

Burial Ground (036/2024)

  • Contractor has cleared overgrown area at perimeter of cemetery and on LHS of entrance.
  • There have been two interments (one of cremated ashes) since the last NPC meeting.

Events (037/2024)

  • Local history event to take place 12-4pm on 18/19 May in St John the Baptist church
  • Proposal to hold a village coffee morning around the Summer Solstice deferred to next meeting

Staffing (038/2024)

  • AH to undertake performance review of the Clerk. DG to circulate procedure to councillors.

Finance (039/2024)

  • 2023-24 - Income £3000, Expenditure £3942, End of year balance £13,598
  • DG to claim AGAR exemption as a smaller authority with spend below £25k

Planning Matters (041/2024)

  • Application 148207, 3 Monson Road - to remove existing porch/lobby and erect a single storey link extension, no objection to be offered.
  • 143365 Community Infrastructure Levy (CIL) payment to be made to NPC

Correspondence (042/2024)

  • Police providing local monthly crime reports, DG to circulate to councillors.
  • Police Crime Commisioner election to be held on May 2 nd
  • Lincolnshire Moves - Traffic Management Policy survey. DG to respond.

Date and place of Next Meeting (043/2024)

  • NPC AGM will take place immediately following the Annual Parish Meeting @6.30pm on Wednesday 22 nd May, in St. John the Baptist Church.

AOB (044/2024)

  • DG has identified current Neighourhood Watch scheme co-ordinator for Northorpe and attempted to contact them, no response as yet. AM looking to set up or reinvigorate existing/lapsed scheme for the area.
  • DG to draft explanation of increase in precept to be circulated on social media following approval by the chair .
  • DG to obtain access from LCC for parishioner who has made offer to assist in updating the LCC parish website. Most recent agenda/minutes have been placed on NPC website however further work is required to ensure NPC complies with Transparency Code.
  • AM has set up a “private” Facebook page for villagers to discuss “local issues”, in response to a request from a parishioner. NPC will continue to use the current “open” page to publicise parish council activity.
  • DG to progress issue of provision of electric supply to position of “previously removed telephone box” for Xmas lights and possible defibrillator.
